TERRITORIAL CONTEXT:
The area subject to the intervention extends over the entire area designated as a beach establishment by the current Regional Coastal Plan (PUD), and specifically by the Municipality of Bordighera’s designation of the area intended for “Bagni Vernier.”
In the current urban planning instrument (P.R.G.), it is identified as Zone F6, intended for Urban Park–Beaches; in the current Territorial Coordination Plan (P.T.C.P.), it falls within zone TU (Urban Fabric).
The new intervention is located below the Lungomare Argentina, near the extension of the new “seafront promenade” that connects the Municipality of Bordighera with the Municipality of Vallecrosia. The beach facility is developed mostly beneath the promenade itself, within premises (owned by the State Public Maritime Domain – Merchant Navy branch) designated for this use, and partly on land owned by the State Public Domain (outdoor area and small kitchen).
The buildable volume is slightly less than the maximum permitted.

LAND MORPHOLOGY:
The area lies below Lungomare Argentina and consists of a beach made of large sea pebbles, resulting from artificial nourishment. It is easily accessible and presents no particular morphological features of note.

LAND OWNERSHIP:
Currently, the premises beneath the seafront promenade, registered in the Building Cadastre of the Municipality of Bordighera, Borghetto San Nicolò cadastral section, Sheet 4, parcel 555, are owned by the “State Public Maritime Domain – Merchant Navy branch.”
Part of parcel 601 is owned by the “State Public Domain,” while parcels 603, 607, and 605 are owned by the “State Domain.”
All are under concession to the “Bagni Vernier” beach establishment managed by Bruna Vernier.

DESIGN CHOICES:
The project involves the construction of a prefabricated structure, completely removable, with a load-bearing wooden structure clad in wooden boards (iroko or similar), with an insulated roof that is walkable and intended exclusively for public use.
The new structure will be designed on wooden stilts (see attached drawings). The window frames will be made of wood and fully integrated into the structure.
The outdoor area (dehor), located on the west and south sides of the “small external building,” will consist of sliding glass windbreak panels, mainly intended for use during winter periods (active heliotherapy activity), with the possibility of closure (glass panels without locks) if necessary.
Outside the area, an elevated wooden platform will be installed above the beach level, and new green areas will be created (see attached drawings).
A wooden pergola (already authorized by decision prot. 6317 of 01/03/2023) and reed covering will also be installed, partly directly on gravel and partly on a platform at beach level; this will be dismantled during the winter months.
The roof of the beach facility will serve as a panoramic terrace (belvedere), which, in our opinion, will also improve the visual perception of the junction between the old and new seafront promenade, creating a scenic viewpoint and integrating with the surrounding environment.
All service structures will be located in the existing semi-basement premises, ensuring a reduced environmental impact.
Access to the premises will be provided via: the underpass of Via Forlì and an existing ramp on the east side (access to the public beach). The rooms beneath Lungomare Argentina will be equipped with an emergency exit along Via Forlì and, if necessary, watertight doors (in case of exceptional storms), positioned along the existing openings (arches).
The new structure will therefore not alter existing sightlines and will not have the characteristics of a permanent structure.
The structure will consist of properly insulated wooden panels.
All new works will be removable; part of the new decking (see attached drawings) will be dismantled at the end of the season (winter condition / heliotherapy activity).
The structure will be connected to the potable water supply network of the Municipality of Bordighera.
Wastewater discharge will be connected to the municipal sewer system running along Via Vittorio Emanuele.
